Start by talking to him or posting a letter to the league. Maybe the poor son of a buck only has two weeks to live or is looking at hard time in the slammer soon. Stick up for what is right but don't be an ashwhole yourself.

There's nothing you can do expect keep YOUR dignity, play to the spirit of the rules and then not rejoin the league next year.

I'd lock his butt out and then discuss with him why. Then I'd think long and hard about inviting him back, depending on how long he's been in your league.
