Since celeron d is not a very powerful processor, it should not get very hot. I would say below 40C when your computer is idle, and below 50C when your computer is underload.
If you are experiencing heat problems with your CPU, I would suggest you to buy some thermal paste and slap it onto your CPU. Be VERY careful with how much amount of paste you apply. Visit the paste manufacturer site for applying instructionsl. You can get the paste for 6 dollars at Newegg. You can also buy a new heat sink and fan. Make sure the new heatsink and fan is compatible with your motherboard and processor.
If your case air temp is high, i would suggest you to install 2 case fans. Use one of them to blow air into the computer and use the other one the blow the air out of the computer. I am currently using that method and my system temp has dropped about 4C.
Bottom line:
CPU idle = 40C or below
CPU underload = 50C or below
System temp aka Motherboard temp should be 42C or below

Maximum case temp for most Celeron D is 67°C. A few variants such as the D347, 352, 356, 360 and 365 have 69.2°C max. case temp. Anywhere below is safe but aim for 15°C or more below the max.

Katmando please dont go around telling ppl that 68-72f = 20-22c which is the temp you would find in a water cooled system.
Your max temps should no greater than 50c
Even with aggressive overclocking a good HSF will keep temps on your CPU around 45c
No overclocking your temps should be 37c - 43c
Depending on your ambient air temp

max cpu = 70C
max air temp 45C
40c is always a nice cpu temp.
45 to 55 is acceptable CPU temps.
