Let me just clear this up first. Sid Vicious Was not a good bassist. In fact, Johnny Rotten said he was THE worst bassist he had EVER heard. When they went to the studio for recording, Johnny would unplug the feed into the recording for Sid, when he didn't know it.. So, in reality, no one has ever heard a recording of Sid on bass. Even in his live shows, he would hardly play, he'd mess around with his amp, and jump in the crowds.
Okay.
Now, I think if you're opposing them for punk attitude, I'd say the Sex Pistols, no doubt. The Clash went on to start a "disco punk" style, in the words of Joe Strummer (R.I.P.)
The Sex Pistols also invented street punk.

If We're Basing This On Talent Then The Clash Win By A Landslide. Sid Vicious Couldn't Play Bass To Save Himself And The Sex Pistols Instrumental Layout Was Very Basic. On Top Of That They Quickly Crashed And Burned. The Clash On The Other Hand, Explored Other Genres And Lyrically And Instrumentally They Were Of Far More Substance. However, Punk Wasn't About Substance Or Complex Musicianship - The Rawness And The Simplicity Was The Whole Point, And Johnny Rotten And Sid Vicious Personified The Punk Attitude. So If We're Talkin Best Punk Rockers, It Has To Be The Pistols. Both Phenomonal Bands Though. Personally, I Think The Ramones Were The Greatest Punk Rock Band. Oh And To The Guy Who Compared The Clash To Blink 182 - Shut Up, Seriously.

The Clash. I love those reggae basslines, and I think the guitarist and singer are better than Steve Jones and Johnny Rotten respectively.
But, I'll have to admit: The Sex Pistols could've had a lot of potential. Their debut album put them in the "Best Musical Artists", which is very impressive feat, seeing as how they only released one album.
But I think that The Sex Pistols had more of the looks and aspects of a punk rock band. Their lyrics were like the first to attack the British government.

Sex Pistols were a 1-trick punk pony that took the momentum away from The Ramones by being filthy and rude and angry rather than good. Come on people, the Pistols cut ONE album.
The Clash by lightyears. Better in every aspect of music from A to Z.

The Clash had more albums but if it wasn't for America the Sex Pistols might have had more, and if they didn't hate each other and Sid Vicious hadn't died.
