I blocked a troll patrol member, and was suspended shortly after, so I wouldn't recommend it.

Yes you can (and NO you don't get suspended for it, otherwise I would have been suspended about 70 times by now!).
It takes dedication though, because they just make themselves new accounts all the time.
It also helps to set your profile to private.

Why bother blocking anyone, they can just sign into a new account and have at it...better to just make everything private.
