You can carve a pumpkin that's not completely ripe. They'll start to decompose a lot quicker than fully ripe ones. That might even add to the spooky -creepy effect.
Try rubbing petroleum jelly, lemon juice or some cooking oil on the insides & freshly cut parts to make them last longer.

Sure, I've seen green pumpkins carved for Halloween to look like Frankenstein and it looked cool :) Now, eating them would be a different story, but for carving, there's no problem with them still being green. It might be a little harder to use a knife on these, so be careful, but no reason why you can't.
