You would not. That's like asking, "How do you make hamburger from cow manure". Enriching uranium means isolating U235 from natural uranium. U235 is what's used in reactors and bombs, but is only a small percentage of natural uranium. The rest is U238. The U238 left over is called "depleted uranium".

Bombard it with slow neutrons. A portion of the U-238 would become U-239, which would emit beta particles to become Plutonium-239.
