id say the us but wait a minute we have chemical weapons in Utah Colorado and a few other states, not to mention nukes , and bio weapons.
not to mention the largest weapons pimp to the rest of the world
if we would stop selling weapons to the middle east maybe they wouldn't be so dangerous
