Trouble for you! This what I can say as for getting Hindu marriage registered under section 8 of the Hindu Marriage Act,1955 the presence of both the spouses & witnesses is mandatory before the Marriage Registrar usually the Tehsildar of the district where the said marriage was preformed. The individual affidavits of both the spouses & even the witnesses are required for this purpose, now getting your husbands affidavit won't be a problem but his absence before the Marriage registrar will be a matter of concern. What I can suggest meet the said marriage registrar in person & tell him the problem about his absence as he won't be able to travel all the way from USA for this purpose. As a special case the marriage registrar may agree to register your marriage & issue the required marriage certificate which you require for the L2 US Visa. Since this marriage must be arranged & both parents must have attended the marriage, so take them along with you & they can stand as witnesses for the marriage registration. More over the presence of parents makes a big difference satisfying the marriage registrar for the request you will be making as advised by me.

What you need is a marriage certificate from a marriage regsitrar. There is nothing as a Hindu marriage Certificate. A marriage is registered and a certificate to that issued when both husband and wife sign the requisite form. So, your husband's signature along with yours on the registration form is required for which he needs to come to India at least once.
