In answer to your question, the answer is yes, but, no politician will take that one on. It would be political suicide. Right now, its an election year and if a politician is up for re-election, he would side step the issue. Should it be done? Yes. Why should we pay someone for breaking laws? what you would have to do to Enforce the law is raid the sanctuaries. Now, you have to do it as "non violently" as possible. Believe me, if they do it, the press will be on it like white on rice. Its something that will have to be set up and done with precision and quickness. You will have people who will fight. You do your job. You make sure all your "I" are dotted and "T" are crossed. The question is after you do that, what do you do with the people? Also, withholding funds. How long do you think it would take? Its not going to be a flip of the switch. Its going to take time and, I Guarantee, if someone who agrees with the Sanctuary Cities idea get a hold of it, it will disappear and the process will begin again. Not an easy question with an easy solution

The federal government can hold back funds but in this case I have to find some more data, I know when the federal governments wanted speed limits reduced years ago and age limits raised on drinking they threatened the withholding of federal highway funds which any state would not be able to live without. But those both impacted highways and safety. This might me interesting but where I am looking is that Homeland Security funds and any community policing/law enforcement grants would be a great start since they would break the cities quickly due to the level of funding to a city like New York or San Francisco.

No! No! Another law? Another regulation? All joking aside, it would violate the equal access laws. However, the US Government can make regulations and guidelines that could exempt individual illegals. To enforce this, the people that administer this would have to work for the US Government directly.
