As we grow older and more adept at spotting fake praise, it becomes more and more difficult to praise people. Still it can be done, even fake praise, and it is done all the time. Drop your praise with someone you suspect will get it to its target, for example. Make an effort to know what is being praised so you can go into detail. Be ready in case the person suspects so you can ply your prepared groundwork.
Keep in mind that inwardly, the person you want to praise also wants to be praised and will often not look all that closely.

There is always something positive in every human being.
It does not have to be something big, look, search and you will find it. Then just compliment them on your findings.
Personally I think you asked a great question. It shows you are a caring person. Kudos to you.

Find one good thing about them in their looks, character, or personality, and tell the person you admire them for it! For example: Your hair looks great today. I love the way you have it styled. Good luck and may God bless you.

With a smile - but most importantly, sincerely. You have to really mean it if they are going to feel it.
