definitely sexual harrassement. Whether your friend decides to show her boobs or not is her business, not anybody else's.
Especially not a guard. They're supposed to be focused on protecting people, not whose going around topless.

I was one for over 20 years...Civilian Under Naval Training. The Navy has ALL KINDS of acronyms. We have AIRLANT for the aviation folks on the east coast; SUBLANT for sub sailors on the east coast, SURFLANT for the surface ships on the east coast; TRALANT for the training folks on the east coast; PHIBLANT for the amphibious sailors on the east coast. They used to have an outfit named Fleet Assistance Group, Atlantic (FAGLANT)("Daddy, you got orders to WHERE????") , but because of the acronym (I'm sure) it was changed to Fleet Material Support Office (FMSO).

well if he wasnt a security guard u could of punched him in the face but i would of taken the im going to report u for sexual harrasement route.
