After the war in the second age when Sauron was defeated and the ring was cut off of his finger he was destroyed. The ring wasn't destroyed and was lost at the bottom of a lake for a long long time. Now during that time was Sauron still alive somewhere or did he come back because the ring was found by Deagol, Smeagol's brother? I am kind of confused how Sauron regained physical form in the shape of that eye and if it was attributed to him finding a way to survive or the finding of the ring? Can anyone explain this to me?

I don't think Sauron has a physical form anymore - if you read the Silmarillion you find he lost it in a battle with (the hound of Valinor). Sauron is not destroyed at the end of the second age - merely defeated.

In the Hobbit, Gandalf leaves the dwarves to go to the aid of the White Council to force the Necromancer (AKA Sauron) from Dol Guldur, having previously entered it and found out that it was Sauron (and not a Ulari - one of the nine). Sauron flees to Morder.

Please note that in the book Sauron is not depicted as having the form of an Eye - although there are references to the Eye of Sauron and the representation of the Eye appears e.g. Galadriel's Mirroir.

Sauron is not destroyed by the destruction of the ring either - he just becomes (virtually) powerless, trying to take shape but never able to do so. (according to Mithrandir) "Falling so low that no one will be able to forsee him rising again"

sauron didn't "die" completely during the war of the second age,because the ring survived and isildur didn't destroy it in the fires of mount doom.after that war,sauron didn't have a physical form.as long as the ring wasn't destroyed,he was becoming stronger and stronger and was able to "call" the ring.the ring always wanted to return to it's master.when gollum lost it into a tunnel while he was hunting little orks(from the book "the hobbit")it passed to Bilbo.he didn't know the power of the ring and he didn't show it to gandelf,so it survived and during the third age.but sauron had more power and could call the ring.sauron couldn't find the ring unless it was put on by someone,that's why when frodo was wearing the ring,the nazguls could find him,and that's why in the return of the king,when aragorn and the others are fighting out of the gates of mordor sauron's eye is fixed upon them,but when smeagol wears the ring,then sauron can see where the ring is,and he's calling it back.

Through the books, Sauron never had a physical form. Although he was defeated when he lost the ring, he wasn't destroyed. Rather his spirit--much weakened--continued to exist.

As the years passed, he began to regain his strength and seeking out the ring. Because the ring has a will and power of its own, it began to work its way out of the caves in the mountain where Gollum had kept it hidden for so long. The ring is essentially doing what it can to answer Sauron's call.

Gandalf explains this to Frodo at some point--probably either at the beginning of "Fellowship" or during the council in Rivendell.

Sauron's "spirit" was in the ring, in a nutshell. The ring was forged in Mordor by Sauron, and it was of evil, as opposed to the other rings. When he was defeated, his "spirit" stayed in the ring, which is why when people touched it, they would get corrupted by it. The ring's mission was to be returned to it's owner in Mordor, Sauron, the Eye. If the Ring had made it to him, he would have used it to corrupt and destroy middle earth.

Sauron too had a ring but he had lost that power. The eye gives him just the power to find the ring. Deagol knew that Sauron would want it but Sauron didn't get it because he already had a ring.
