Notice of intent to dismiss for lack of prosecution is normaly found in the civil law area. If you file a law suit and do nothing about it for a period of time, the court may file the motion sua ponte. It is rare for the defense to do this as they would simply file a motion to dismiss for failure to state a claim.
In the criminal area, we all have speedy trial rights. I doubt there would be a notice of this type used. Normally the defendant has to be tried within a certain number days from the entry of plea to trial (in KS it is 180 days).

I am not a lawyer, so I'll guess it's either that the prosecutor intends to dismiss the case because he can't prosecute (maybe lack of evidence, or lack of time or resources, or the defendant is too small a fish to worry about), or else the defense is asking the judge to dismiss the case, because the prosecutor has been dragging his heels on it - essentially, forcing the prosecutor to either do something on this, or give it up.
