At my son's school, they start at 5 but he started at 7. He just graduated from juniors class to the regular class and he is now 8 (took about a year).
Beware, though -- there are schools that will charge you $$$ and then give your kids new belts on some predetermined schedule, not when they actually EARN them. My son wasn't even eligible to progress in belts until he graduated to the regular class, and it will be at least 8 months before he gets his yellow. In other schools, they'll award a yellow at 6 months, whether the kid has actually earned it or not, then an orange six months later and so on. I work with a lady whose 9-yr-old just got his "black belt" but when I wanted the video of his forms, he's super sloppy. He's not much better than my 8-yr-old who's still a white belt -- no way he's actually earned six belts above him.
Best to ask around and find a school that only awards belts when they are earned. Watch out for schools that guaranteed belts in six months or have white belts breaking boards or sparring -- that shouldn't happen until green belt, according to the way Tae Kwon Do was developed in South Korea.
Best part of the GOOD schools is, they are usually cheaper!

Most places that Ive seen start at 6, but if you know it you can start teaching the kids the basics, that what my kids dad did

I looked into it for my son this summer and here they have to be 6. It might different where you live though just call the instructor/gym and ask.
