Yes and no.
Originally, "Plutus" (meaning "wealth") was the god of gold, silver and other valuable materials. This associated him with the subterranean parts of the earth that such treasures come from and eventually led to his association with the underworld, death and the Greek god of death, Hades. It is only in this later aspect that he is the god of the underworld. Some consider him both of the god of wealth and of the underworld.

To Greeks and Romans, the underworld was ruled by Hades, Pluto, Dis or Orcus. Most dead souls were there. A few were punished in tartarus. A few went to the isles of the Blessed. Even fewer became gods.
