Familiarity with someone you meet for the first time?

Do you find that when you meet someone new who reminds you strongly of someone you already know, do you feel like there is an immediate rapport between you?

Some would say that's an indication of a soulmate or someone you have a soul-tie with...where the connection is immediate and you feel like you've known them a long time.
