No, the average person cannot discern truth or lie when talking to people. There are a huge number of myths about what to look for in body language that indicates a person is lying, but in fact, there are few, if any universal cues to lying and those few that might have been documented are so subtle that the average person misses them (they don't pay close enough attention). Now, on the other hand, if you know the person well and are very familiar with their usual styles of communication specific to them, you might very well notice aberrations that could be cues to deception (think Mother!).
