Has anyone met a legitimate telepath or telekinetic? And how accurate or effective are their "powers"? Would you consider a person genuinely endowed with such inborn ability as normal or normally a freak?

Please only serious responses - I am writing a research paper

If you are not already aware of James Randi you need to include him in your paper. He's had a one million dollar challenge for many years now, offering that money to anyone who can demonstate psychic abilities under controlled scientific conditions. (note re poster below citing John Edward as scientifically validated example...this guy is a con man! There has never been a peer reviewed published study validating the so called Arizona experiment. If it doesn't meet peer reviewed criteria it is not considered legitemate research.)

The Russians claim success in telekinetic but have not replicated results of testing to the outside world.
John Edward at the university of Arizona proved under very rigid testing conditions that telepathy is a fact with about an 87% success rate. the subjdects had no prior contact with edward. It is a major find, though , have other researchers got the same results using differnet "subjects" undr the same conditions existing in the first and second tests, and using differednt testers, the answer is, I don't know about the validation study but the first one sure came back validated. Look up the University of Arizona, Edward, John- telepathy studies His last name is Edward, not Edwards, he also wrote a book about it.

I dont know anyone personally.
I think there are a small amount of genuine people out there, who have gifts such as telepathy.

No. Although I know someone who thinks she can communicate telepathically with her dog when she's high.
