The only explanation that I can give is that it is now a known fact that our own government, federal, state and local is one of the biggest employers of illegals. YES, it's true.

Because it is all for votes. Especially for the kind and caring democrats. They know they can bank in big with votes if they can turn them all legal. For law enforcement, they do, they just have to be careful because in today's stupid political correct world it is a crime to arrest a ILLEGAL alien because for some reason they somehow have rights.
They deport quite a bit actually. Just not as many as they should be due to being protected under the veil of politicians for leverage in voting. I'm not against legal immigration, but illegal immigration, well, it is all in the phrase itself: ILLEGAL!
Mayors don't care about anything but getting reelected and given more money and power.

I have some very reasonable explanations. I don't think you will like them, though.
First, this is a federal problem. The INS is a federal agency, and they have the responsibility of enforcing laws that prohibit illegal aliens. Second, you speak of deporting illegals like we can just put them on a Greyhound and ask them to go back to Mexico. In reality, it's much more expensive. Think of the expense involved in processing, gaurding and transports millions of people back to Mexico. It's a HUGE undertaking.
Regardless of whether you think the war in Iraq is good or bad, the simple fact is that America has a limited budget. When we spend hundreds of billions of dollars on foriegn soil, we have less money for domestic problems. I think we need a little more attention to this (and other) issues, but good solutions cost money. I certainly don't want to foot the bill with a tax increase, so it's up to our Congressmen and Mr. Bush to make a decision. Do we want to dump unlimited money into foriegn affairs, or do we want to handle some issues at home?

Because most politicians accepted campaign contributions from businesses and industries that need illegal immigrants to work for less that minimum wage allowing those corporations to maximize their profits.
