Was your "crime" EXACTLY the same? Did you somehow instigate the crime and he just followed along? Are you in a higher position of authority than he? Information like that would make it easier to answer your question, but if EVERYTHING is the same in both your situations, then no, I'd say it is not fair.

Without details it is hard to say...I mean, if he turned up late & you did a wee in the bosses coffee then yes, you should have received a harsher penalty. Also, if you both did the same thing & this is his 1st reprimand but it is your 2nd or subsequent then, again, yes......

In the eyes of your Boss ,every worker is equal by work.It can be possible,that you've done a big mistake.And your co-worker has done slightly small mistake.So, he/she was panalized in a small manner.So, carry on your work with devotion and be honest with your other co-workers too.

Maybe your boss had issues with you before and thats why you were treated differently or maybe you had an attitude when your boss discussed the issue with you. In other words maybe it was you.
