Try Berlin. It is popular with tourists so a lot of British people can be found there. I also agree with the answer about ex-military bases. Stay away from old Eastern Germany. They'll look at you like you are an alien if you try to speak English there.

I would say one of those areas where there are lots of British ex military who may still be in place (e.g. Rheindahlen, Laarbruch etc.) the nearest city with an airport being Dusseldorf. Hamburg is also popular being close to the coast.
