First Disable unnecessary programs from starting when you start windows
Start>Run>type in MSCONFIG>Startup tab - uncheck any program you don't want to run when you start Windows

have you also done a virus scan in safe mode?
also do a scan with spybot off file hippo again.
perhaps burn off some files you don't use a lot... maybe you need some more memory also.. if its xp and ur running less than 512mb that would make things faster (but 1gb makes things better)
if your running vista , same again but although they say 1gb, i use 3gb, 2gb would be a good ammount to use.
also if you have a lot of big files on your desktop, move then to a folder on the hard drive.. as the desktop is taking longer to refresh. or even remove ur desktop pic, little things help.

Ctrl-Alt-Del to open Task Manager. Select Performance tab and check if available memory is low. If it is low, PC will use virtual memory (VERY SLOW). Norton, Limewire, Yahoo Messenger, High Definition Audio, etc. use up a lot of memory space.
Select Processes tab. Check if there are background processes running and using cpu resource. Try ending those that are NOT system processes and see if PC will speed up. If they are not necessary, disable them as startups in msconfig.
