can you please clarify your question? but here's an idea.
I've already encounter that kind of problem. And i noticed that the Power switch has a defect thats why i've changed my power switch to the reset switch (motherboard troubleshooting). just make sure that you connect the pins correctly

You need to be more specific as to what computer you have in order to be able to provide a good answer.

If it's your run of the mill PC with Windows XP you need to provide info on whether or not you even see the Windows XP logo, if you do, and it constantly reboots, your installation is corrupt. Try to hit F8 when Windows boots up and go into failsafe mode.

If it doesnt even boot up windows, most likely the "boot segment" of your harddrive is corrupt and I would then advice you to replace the harddrive, reinstall your operating system and then attach the current harddrive as a secondary harddrive in order to get back your data.

If it has never worked, ie it has never booted up and you just bought it I would return it. If you built it I would remove everything (part-wise) in the computer except the mainboard, psu, memory and graphics card and see if it boots up.

Most likely in your case Id say its either Windows problem or the boot segment of your drive, and by the way you asked the question (not a lot of information) I'd recommend you to turn your computer into the hand of some professionals.
