That’s pretty easy, the sun takes a break when it rains, goes out to the movies, grabs a bite and so on....
Some super humans though that can see through clouds and other atmospheric phenomenon the sun is actually visible while it rains!
Just in: Several billions of people report that they can not see the fish while looking at the ocean.
Also, if they wear a black hood with no holes over the heads they tend to have severe visibility problems.
Others are reporting that they can not see cars at night if they don’t have their lights on.
Some soccer players in Brazil are reporting that they are having difficulty scoring goals. The amazing new discovery appeared at a newly build stadium. It seems that someone decided to build a huge brick wall in front of the goal that covers any visibility of the actual goal post.
As a result some players believe that the goalpost is not behind the wall anymore since they can not see it. Other stories support the idea that the goal post is having coffee with the sun on rainy days....
I will update you if I find more information about it. On the mean time keep looking out for the sun...

Because rain clouds not only have water in them but dust and dirt as well, when you have all of that floating in the sky 10 to 20 thousand feet thick it makes for the sun light almost impossible to shine through. We still get light but it is so scattered by the water and dust that it makes it very hard to tell exactly where it is in the sky.
The sun is out but just not as visible as it would be on a clear day.

Have you never seen the rain, on a sunny day?
Heck, I've even seen it snow on a sunny day.
Rain and snow come from clouds. Usually the clouds block the sun, but sometimes, if you're on the edge of the rain/snow, the angle's just right to have both rain and sun.

Uhm, 'cause dak clouds cover the sky for raining to occur. Because when it rains, precipitation comes from the dark clouds that formed from the evaporation of water from the air, therefore there is no sun when it rains

Sun is either wearing raincoat or using umbrella.
The Sun rays are obstructed due to clouds and rays can not reach the earth.
