Vinca also called periwinkle. Used as a groundcover. Petunias are usually larger flowers and the leaves are different. Notice the running almost vineing growth.

It looks remarkably like an Impatien. Or perhaps a variety of Vinca!

I've seen this plant before, but unfortunately don't know what it's called. I can tell you though that it is definately NOT an impatien!

the name is petunia.
vinca flowers and leaves are quite different. see wikipedia for vinca
