It means that you cannot make a cash advance on your credit card through Paypal as they do not want to risk the liability of being stiffed...the want collected funds usually on all non-auction transactions.

If you have sufficient cash advance available on your credit card you could likely to a cash advance into your checking account, then send the money from your checking account to Paypal, then debit the account and send it to your landlord. The downside is this will take a few days to 10 more to accomplish.

I dont know about cash exchanges, but you can transfer your paypal funds to your checking account if you want to.
In order to add more funds to your paypal, just make a payment to yourself from your checking account like you would if you won an auction.
There will be fees involved though.

You will run a HUGE risk that Paypal will freeze your account with your money inside if you try. Please, be very careful with Paypal, they hijack customer's money for 180 days
so they can day-trade it and put the profit in their own pockets.
So they usually use "Money on hold" or "suspicious activities" as an excuse to use their customer's money.

I don't like paypal. I feel it is dangerous because i don't see them and i don't know what the heck they do afterwards to my account. Paypal is a company that some businesses set up an account where these businesses have their customers to set up account with them so that they will pay online. Ask your merchandiser how to pay on line - they will lead you to this website. Good luck.
