It really depends on where you live, but places like RYAN'S are always good. You can rent a private room, and it is all you can eat buffet with pretty much anything you could want. It is about $10 per person. I don't know what states all have RYAN'S, but I know Texas does.

Wherever you choose, but to be on the safe side, call ahead for a reservation, that way you'll receive the service that you expect.
Also most places have some kind of complimentary dessert for the one celebrating the birthday.
