As you receive a notice every month, they obviously have your home address and other details.
If you don't pay the fine (assuming you are guilty), you will be sent a summons to appear in court.
Should you fail to turn up in court, the case will be found against you and you will be liable for a much larger fine and court costs.
Credit reference companies will be notified of your failure to pay and your chances of getting any credit or loans in the future will be severely reduced.
As you hired the vehicle, you were legally responsible for it, and the only possible chance of preventing prosecution wold be if you were able to prove beyond doubt that you were not the driver at the time, and to name the person who was.
Of course this would mean that you would have been operating outside of your hire agreement and the vehicle would not have been insured at the time.
This would now mean points on your licence as well as a much larger fine.

1/.If you live in the UK then you should have a UK licence once you have been here for a certain time, 2/. If you have rented the car using a UK address then the rental firm will denounce you so you get the fine, that is in the contract, the same goes if you were caught on radar,

If you got the ticket in the UK, it matters not whether you own or owned the car, nor what your driving licence is. You were the driver at the time so you have the pleasure of the ticket. They will eventually pass it on to the bailiffs and the cost will rocket with the addition of their charges. Don't ignore it, it won't go away these days.

The fact that you don't own the vehicle is not relevant - the person responsible is the person who committed the offence, not the owner. That's you.
If you don't pay the fine, you'll get a summons. If you don't go to court, the court will find you guilty, as you've offered no evidence in your defence. If you still don't pay the fine, you'll get a visit from the bailiff, and that'll cost you a lot more than the original fine.
Of course, if you're innocent, go to court and give your evidence.

1. You are only allowed to drive on British roads for one year on a foreign d/l and
2. The parking offence is yours and you will have to pay it.
Parking fines could be subject to surcharge if not paid within a given time period so pay up!
