You cannot see the bottom of the meniscus with a dark liquid or a suspension, so you read the top. This would lead to inaccuracies in a pipette, but not in a burette. The usual problem is with KMnO4 solution, and that is why it is always put in the burette.

You don't usually pipette a suspension. It is very easy to block the jet if you do.

read the bottom. the top of the meniscus is just the liquid sticking to the glass.

except for a few substances like mercury you read the top because it repels glass.
