If you ask me I'd say Gaara. At least Naruto still got his friend to play with when he's still young. Including Iruka sensei who treat him like he's own related while Gaara; been abandon by his own family members. What do you think? (I cry when my first time knowing 'bout Gaara past)

naruto's not d only one hated when he was small...and that didn't last for long..as for gaara..of course..i'll say it's him..GAARA....his past is really sad...imagined..your father send someone to assasinate you..and the person who wanted to kill you is the person you trusted most..and loved most...
some episodes in shippuden about him are really sad....

Naruto as he was shunned and feared by the adults and the children feared him because the adults did, Hinata has a flash back which shows Naruto always playing alone. Naruto had no-one but himself, Iruka did accept Naruto as a person but Naruto didn't know until Iruka protected him, it's only later that Naruto had real friends.
Gaara was also feared but at least he had a family. His uncle brought him up and showed him love but when he was ordered to kill Gaara by Gaara's own father, he says he never loved Gaara but at least he did try. Gaara also has 2 older siblings that are always at his side, although they have an unusual relationship they are always there for him.
On balance, I think Naruto had it harder but the way everyone messed with Gaara's had makes him feel the more pittiful of the 2.

Gaara because when he was little people hated and feared him!!
Naruto and Gaara had the same childhood but Gaara still has no friends and Naruto does!!!
People are still afraid that someone might anger Gaara and he might kill the village, but people can trust Naruto!!!!!

naruto is more pitiful. doesnt matter that he has friends. he ignores them cause hes obsessed with sasuke. sasuke this, sasuke that. at least gaara doesnt whine so much.
