My question is if I will be able to connect it to my tv via an s-video cable or any other type of cable to watch videos from the laptop. Because my old toshiba satellite laptop is able to do just that by right clicking on the desktop>properties>settings>display>and then toggling the tv option. But I don't know if i will be able to do this on a windows vista computer.

If it's got an S-video-out port and you tv has an S-video-in, it will work fine, the operating system won't make any difference, that's what video-out is for. Better yet is if your computer has a vga out and your tv has vga in, you'll get a better picture than with an S-video connection.
