My question is if I will be able to connect it to my tv via an s-video cable or any other type of cable to watch videos from the laptop. Because my old toshiba satellite laptop is able to do just that by right clicking on the desktop>properties>settings>display>and then toggling the tv option. But I don't know if i will be able to do this on a windows vista computer.

That is supposed to be one of the selling points of Vista. With a new unit you should be able to get signal with a function button change.

I would highly recommend Toshiba laptops, since Toshiba makes the best laptops. Yes, you will be able to connect your TV to your laptop to use the TV as an external monitor. I have a Toshiba Satellite M65-S9092, and I love it. I would highly recommend it.
