It probably will. The card will definitely fit into the AGP slot, but the motherboard voltage might be wrong. AGP 8x cards conform to the AGP 3.0 standard and draw .8v of power. A 4x AGP slot is a part of the AGP 2.0 standard and will supply either .8v OR 1.5v of power. If the slot provides 1.5v, then the card might not work, but you're not going to damage anything by trying.

Putting an AGP 8x card in a AGP 4x mobo will give you at most an error message. There's no harm in trying to install it.

It is possible that the motherboard could support both 4x and 8x but im not for sure. I know that my dusty old motherboard supports 2x-4x and my 4x works just as well as my 2x did. There might be a voltage difference that 8x has to where it has to be exclusively an 8x slot. It is surely worth looking looking into.

yes it will work but the video card can't give it's full 8x speed because the mother board only has 4x speed.

YES it will work. Budget cards will not experience any performance hit. BUT if it is one of those fast high end cards, it will suffer a performance hit (maximum potential will not be realized).
