Anywhere really would be good, but if you're saying she has supernatural powers and want to tie it to some place known for that type of thing, try either Salem, Massachusetts or New Orleans, Louisiana. Salem is the spot of the infamous 1692 Witchcraft Trials in this country, and a place where you have plenty of modern day witches. New Orleans you've got modern day witches, folks practicing voodoo, ect. It's a place well know for having a mystique concerning the supernatural and the occult. But then so is Salem.

that depends. Do you want the story to be a big city like New York or Los Angeles? Or do you want a small town(if so just make up your own, it's easier) Do you want there to be seasons(the northern states), or just be perpetually hot all year round(the southern ones). Do you want there to be an ocean nearby(Costal states) or in the middle of the country?

The best place for it to be is wherever you want it. I'd suggest looking at a map to find the perfect state for your setting, then making up a town or choosing an already-there big city.

Why identify a specific city - make it like your own city\village\whatever and just write a solid story.

Unless you can research an specific town you will get enough wrong to make it overly obvious you do not know the city.

If you pick a smaller town - research a few states and environments and make a whole community up - tho that is a lot of work to keep it all straight and consistent

Kansas. That's where Dorthy is from in The Wiard of Oz ( I don't know how to spell 'Dorthy').
