No It should be modified to be based on winning Congressional districts; ie a 1 vote majority could no longer give a canidate 20+ electoral votes.

Hell yes. It is an antiquated system that has no place in a representative government.
Presidents should have to win a majority of the popular vote, period, if no single candidate wins the popular vote, it is down to a run-off.
It is time to modernize the system.
