Run 3D Mark 06. If you are still getting high scores typical of that card (7,000+ marks), the card is OK, it is just your game or resolution settings.
If score is low, either your processor or your card is throttling down its speed due to high temps (summer heat?).

You probably need to tweak the in-game settings. Setting the resolution to a lower one will usually dramatically improve your frame rates. Also, lower or disable any of the "eye candy" effects that you can find there. Also disabling Anistrophic Filtering or Anti-Aliasing will also boost frames, if they're not already disabled.

Also, it really depends on which games you're running. I mean, if you were playing Quake 3 before and now you're playing Oblivion and you notice a decrease in FPS, then it's the game.

Have you updated the drivers for it? Is the cards heatsink and fan running smoothly? You might want to remove it from your comp and clean it out of any dust, it might just be getting too hot. Make sure you have a positive airflow circulating through your computer from front to back and no mess of cables is blocking airflow. That certainly makes a difference with new hot running cards these days. Probably no worries but check to make sure the card is getting the recommeneded voltage from your PSU.
