The creepiest werewolf movie for me is Underworld. It's not scary but it's very creepy.

The Better werewolf movie I've seen is {I agree with the other} "Le Pacte des loups" The Brotherhood of the Wolf (2001). It has a wonderful cast: Monica Bellucci, Vincent Cassel and Mark Dacascos. The pacing and the treatment of the movie was very good. It doesn't give away everything all at once, nor does it explain everything in one breath.

An instant classic...and brutal.

Dog Soldiers (2002)... comes a close second.
