LOL...I would help them up, of course. Nice list...I'm surprised you didn't include 7. "Roll them into traffic".

1. I have done this.
2. Make sure they are not seriously hurt.

5. Keep them talking if they've bumped their heads and need an ambulance.
6. Call for help/ambulance.

My sister and I were walking through town one day, and I glanced across the road and saw an elderly guy stagger and fall. I thought he was pissed at first as we were outside a pub. But on second look I could see he hadn't got up, so I legged it across the road and found him in a pool of blood. I got him sitting up and he'd split his head open...I yelled at my sister to phone 999 for an ambulance and looked after him until it arrived.
They got him patched up and took him to hospital...and I had to walk around town drenched in blood (I got a wide berth THAT day!)...but I always remembered the poor guy and this was about 15 years ago.
Last month I saw his name in the 'Obits' and felt sad.
Funny what you remember eh?

Edit: I just read 'CHANCE's' answer, he is spot on about getting into s ** t helping people, you have to watch your back.

Actually happened the other day near my house. i helped her up ,asked her if she needed a ride. Then i found out she was actually a neighbor a few houses down from me. So I walked her up to her house and that was it. She was a nice lady , who had a weight problem, she had fallen and her legs weren't strong enough to support her.

I ask them if they're hurt or if they even want my help in the first place. Sometimes even just doing the decent thing can get you in hot water. This world has gone completely stupid.

1.can if it's okay to help them(depending on the fall it might be better to fetch help)
2.always ask
6.always go for help
5.if they need cheering up then yes,of course.
