Don't know about Oklahoma, but in any U.S. court, you are entitled to confront your accuser, and the testimony of an absent witness can be challenged as 'hear-say`.
I strongly doubt it would be admitted in a traffic beef.
Unless the witness shows up you win the case by default, (unless there's other evidence against you).
