You are NOT deemed old enough to make these decisions in the eye of the legal system at 13!! The parents are of legal "charge", if you are the parent and it is fine with you the legal system cannot contradict you unless this 15 year old person HAS criminal charges and stipulations that they cannot be around other persons in that age group.

Dependant upon the state you live in, it should remain legal until one of you is age 17 to 19 (dependant upon the state). Note that the younger person does not have to be the one to bring the lawsuit, in this case, the younger adult's parents can lawfully sue the older adult for indecency with a minor.

To date? Of course. If you're talking about having sex, it depends on your state; however, most forbid sex with anyone under 14.
