completely free? for crying out loud ... take a look:
buy a wireless IP phone ($200-300) that supports Skype.
if you come into range of a WiFi spot (Starbucks, etc.) or your city has WiMax, you can talk to other Skype users for free. Skype Unlimited is $3 per month ... that's almost free. ^_^

if you want to get really adventurous, roll your own phone service ...
use your home Internet connection.
take an old PC, install Linux, and build an IP PBX service with Asterisk (free) ... or ...
get an Asterisk appliance from Digium.
the box at home can be setup to send a beacon out periodically, so that when you're out and about and find a hotspot, it'll get the beacon and, kladow!, you can make phone calls.

i think the Skype learning curve is a little more attractive, and the "unlimited" option is ridiculously inexpensive considering what you'll be able to do.

There are many phones with WiFi these days so getting a phone with WiFi will not be a problem. However, what may be a problem is getting a free VOIP service that allows free telephone calls over the Internet.

I just saw a phone which may do part of what you want...

The phone in the blog posting can be used as your landline phone. The headset knows about BlueTooth, so you can use it with your cell phone.

It also apparently has Skype builtin so that you can do VOIP over the Internet.

It sounds like you want to find a phone with a Skype client built into it.

Whichever way you do this is not free if you are calling ordinary phones, your problem is that sooner or later it needs to connect to a landline provider, they will want money.
