Yes. If the USA cuts and runs in Iraq, it wants the Saudis to be strong enough that they can defend themselves from whoever wins in Iraq and from Iran. Since it can not build up Saudi Arabia without ensuring they will not use their new equipment against Israel, the USA is also building up Israel.
Both are in preparation of the big "cut and run" coming up.

Definitely. It's almost transparent. Israel is an ally to the U.S. For the weapons, Israel will probably get involved somehow. Saudi Arabia, I am not sure of their role. It's all "if you do this for my country, I'll do that for yours."
