It depends what was said, but call the police and let them sort out the details and whether or not it was a viable and dangerous threat. YOU don't have to prosecute anything or anyone -- that's the job of the police for a reason.

You cannot prosecute, only the DA can choose whether or not to prosecute if they feel that there is compelling evidence.
Only thing that can be done is every time the offender makes an unwanted pass at a minor, file a police report and get any witnesses statement that you can and start keeping your own journal and reminding the police and DA of all prior complaints against the same party.
It is impossible to prove any case without direct evidence and in Court all a sexual pass comes down to is "he said/she said".
To get evidence, if the sicko makes a pass at the minor, have the minor give them an IM to chat with them and don't let the minor chat with them, you chat with them wit no reference to any sexual connotations whatsover and if they continue to make them act likes the discussion makes you uncomfortable the same way it would your child and try to change the subject, you have them in writing without it being entrapment and you can take the transcripts to the cops so they can set up their own sting.

I disagree that nothing can be done. That is a punishable offence. Report it to the cops.The minor child will have to tell the story to the cops so if minor child is willing to do that then you certainly can put it in the hands of the cops.

What are you calling a "sexual pass".? Soliciting sexual activity with a minor is universally a crime in the USA but making comments you might interpret as inappropriate is not a crime. Lets not get carried away. But if he isnt soliciting sex and is making rude or inappropriate comments, dont be around him !
PEOPLE! Comments are not crimes in this country,,,yet ! Soliciting sex is a crime..COMMENTS are not crimes !

talk to your police department or district attorney. The DA can tell you if there is sufficient evidence against the man , and tell you if what he was doing is an offense.
