Sure - if you have XP on the laptop. If you have Vista, and set it to "classic view" - you will find the transition from XP easier and there is a taskbar with quick launch and system tray.

By taskbar you mean the thing at the bottom with the start menu, time, icons, and minimized programs right?

I have a toshiba laptop that came preloaded with windows xp (along with the taskbar). Do you already have xp? If so, you must already have a taskbar. If you don't have a taskbar then you need to go out and buy windows xp(the taskbar comes with it)

Of course, just install XP or vista and you can set the settings.
