Book your travel through a Canadian or Mexican travel agent, and transit through a third country. Spend no American dollars in Cuba. This is vitally important - even a single American dollar spent there will put you in violation of embargo rules. Do not use your credit card or your cellular phone while there.
Cuba allows Americans to enter Cuba. It's the USA that doesn't want us to go there. Ask border control to put your tourist visa on a piece of paper instead of stamping it into your passport, and be careful!
Palmasysol39: dollars themselves are property of the US government, which is why you can't spend them legally in Cuba. Converting them to Canadian dollars or pesos first is actually exactly what I had in mind.

I have met Americans in Havana that were from New York. They travelled up to Toronto and went to a travel agency. There they were able to book an all inclusive resort in Cuba for two weeks.
Your passport is only used for ID. You will be given a travel visa for Cuba. They do not stamp your passport.
Use Canadian dollars or Euros. Once you get to Cuba you can exchange for Cuban Convertible Pesos. One CCP is equivalent to one US dollar. Make sure you do this at the airport or resort you will be going to. Cuba will not accept credit cards that are from the US or travellers cheques.
Cuba is a fantastic place to go. You will enjoy it. We have been there twice and are going back next March.

You could fly out of Canada. Prices are inexpensive whether you go Air Only or AI. Check the sites below for more info. Cuba is wonderful, great people, beautiful beaches and so much history.

Third country via Mexico , Cancun. Canada if you live in the North of the country, Jamaica, Bahamas ...
A canadian friend recomended this : Sears Travel in Pointe Claire Quebec, who wrote me : 'I can take a package deal including hotel, food, and drinks for around 1,000 dollars Canadian, but then you are limited on the time you can visit, roughly one week"
Note : I wonder how Adam can advise not to spend dollars there , what will you use then,? you may change the US dollars in Canadian dollars ( also accepted there) , still you are spending your US Dollars one way or another

Cancun, Nassau and Toronto are widely used gateways.
Jamaica, Panama are also possible.
The CUC is pegged at 1.08 USD, but if you bring USD cash, you only get about 0.8.
