Wrestling Ability - Despite Randy Orton's talent, he still comes up short against Ricky "The Dragon" Steamboat.
Mic Skills - I don't remember Steamboat speaking, which is not the same as saying he never used the mic. However, silence would be an advantage over the lines Orton had spoken any time after the 2006 Royal Rumble.
Promos - I'm not seeing how this is any different from Mic Skills, but if there is a difference, there's a chance Orton cut better promos.
Face & Heel - As with the Mic Skills category, I don't remember Steamboat as a heel. Comparing both as faces, Steamboat was light years ahead of Orton. Comparing both at what I perceive as the highlights of their respective careers, Steamboat in the '80s (and perhaps even the early-to-mid '90s) still ranked better than Orton in Evolution.
Personal Opinion - I think my opinion can be deciphered by the comparisons in the other 4 categories, but there is one thing I have to say about Orton. It's a shame that so much wrestling talent is wasted on such an immature (insert derogatory word here).
In closing, I can't side with Orton, especially if he's against The Dragon.

Wrestling Ability:Randy Orton.Steamboat's chops are one of THE most painful chops u'll ever get! his chops can give u a damn tumour!!! Come on here is a guy who beat Ric Flair 3 times in 1989 back in the old NWA!!! But Orton,wow he's sure impressive! Orton's game is to concentrate on opponents neck/head area & back,hence for the clotheslines,shoot punches,neckbreakers,headlocks,inverted backbreakers & punt.Once he inflicts enough pain on these areas,he goes for the kill,the RKO!
Both are fast,Steamboat can connect with his Dragon Haul out from nowhere,but i expect the younger Orton to edge out! Come on,they call him the legend killer for a reason! he's defeated countless fantastic legends,& that would prove a psychological edge over Steamboat.Orton's more agressive & luvs inflicting pain & torture opponents.
Mic Skills:Randy Orton.Without a doubt.He shows his hunger & cockiness through the mic skills really well! Steamboat?he's a little too quiet,so i'll have to go with Orton.
Promos:Randy Orton.He sure knows how to connect with fans.One half would cheer for him,while the other half boo him.He also intimidates opponents,Need i say more?
Face & Heel:Steamboat 's an all time babyface...while Orton's a badass heel! definately a tie here.
Personal Opinion:Randy Orton.As much as Steamboat wants to wrestle his all & not fall prey to his legend killing list,he would still lose.Without a doubt this match would be a 5 star match,but one RKO or Super RKO on Steamboat,Orton would add another legend on his killed list.

Now this is what I call a GREAT question!!!!!
But it's a hard one!
WRESTLING ABILITY: Randy Orton! Great all round wrestler, fast, very entertaining, defeats legends, gives concussions, yep....that's what I call wrestling ability! LOL! But I have to give credit to Ricky! He was an amazing athlete with incredible abilty! He has accomplished so much in his career and has faced greats like, Randy Savage, Flair, Dustin Rhodes, Rick Rude, Steve Austin, Arn Anderson, Don Muraco, Jake "The Snake" Roberts etc. Steamboat Haul....HELL YEAH! So actually, I can't really pick who has the better wrestling ability! Sorry! =(
MIC SKILLS: Ricky hands down!
PROMOS: Randy Orton! He's got alot of history in wrestling and he adds that into his promos! eg: "Growing up my father always told me that I would become the best.........The youngest World Heavyweight Champion.....you cannot stop the destiny...of The Legend Killer!" etc. Stuff like that!
FACE & HEEL: Randy is a GREAT heel! Ricky is a GREAT face!
PERSONAL THOUGHTS: Ricky has done so much for the business and Randy's has just entered his prime! So at the moment, it's hard to say but because of what Ricky has done for the business....I'll give this one to "The Dragon!"...maybe! LOL! But how about that 30min Iron man match between Ricky and Rick Rude! That was amazing!!!!
Ricky is such a great wrestler and from the words of Stone Cold Steve Austin...
"Ricky Steamboat, you are one of the greatest wrestlers to ever lace up the boots...."
But of coarse finished it off with....
"but I'm going to tell you right now, that you just saved yourself one hell of an asskicking!"

Personal Opinion: Ricky "The Dragon" Steamboat, now that was a landslide! But it was kinda unfair since Randy still has his whole entire career ahead of him. He has the potential to be one of the greats, but not The Dragon's caliber.

orton may be better on the mic
steamboat gives better promos
steamboat
steamboat to me has proven more in his career
