No - a "water spout" is like a tornado on water:

A hurricane is generally a large storm system, several miles wide.

A tornado is generally only about 1/4 mile wide.

A hurricane can last for several days as it builds energy and forms.

A tornado lasts for only a few minutes.

They both have circling winds (that's why a hurricane has an "eye" as the winds circle around it), but where a severe ("Category 5") hurricane has top winds of around 150-170 miles per hour, a severe ("F5") tornado has top winds of over 260 miles per hour.

A hurricane is a synoptic scale system that forms over warm tropical seas. It can be hundreds of kilometres in diameter and can last from days to weeks provided it stays over water. It is the water evaporating from the warm ocean that provides the fuel.

A tornado is a vortex that develops in a severe thunderstorm which at best is a mesoscale system only tens of kilometres in diameter. Most tornadoes are tens of metres in diameter while really big ones might get to hundreds of metres. Severe thunderstorms and tornadoes occur over land and water and in just about every country.

a hurricane is a huge spiraling storm with great winds and can cause devastating damage. it is usually very large and forms in the water. a tornado is a bunch of spiraling wind on land (unless it is in the water and it is a water spout until it reaches land if it does reach land) that can also cause devastating damage but they are completely different things.
