a gun slinger who is really fast at quick draw is in a saloon and keeps slapping a guy then pulling his gun, putting it back and slaps him again. and i think he doesnt have a name or its not mentioned. thank you

...you're referring to one of my favorite Euro-Westerns, from 1973, and called "My Name is Nobody"; it starred Terence Hill as the arrogant and nameless drifter/gunslinger, with the lightning-fast quick draw you speak of...

...wanting to make a reputation for himself, this young and reckless upstart tries to convince an aged and skilled gunslinger (Henry Fonda) in going out in a blaze of glory, so that he could take his gunslinging mantle; though he would rather have quietly retired to the open seas, the veteran gunfighter is convinced in assuming one more glorious battle...against a small army of Rough Riders!!!

...a couple of years ago, an insurance company, or maybe a cable company, used the slapping gunfighter scene from the movie, to advertise the speed of their services...

That definitely sounds like,

'Tombstone'

from 1993 starring Kurt Russell. He plays legendary lawman Wyatt Earp. The scene you're talking about is when he confronts Billy Bob Thorton who plays a crooked dealer at the saloon that Kurt Russell visits. He totally embarrasses Billy Bob Thorton in front of everyone and chases him out of the saloon and basically takes away his manhood! Haha. It's an awesome scene and sets the tone right away about Wyatt Earp being all business and not taking crap from *anyone*.
