It will only go down when excess water is poured into the bowl... almost like the tank is not completely empting - but from watching it; the tank does empty. please help!

Ok, I just checked the holes in the bowl and all were fine except one which is now unclogged. everyone in the tank seems to be up to par - from what i can tell - do you think purchasing a new kit for under the tank would do any good? thank you all for your awesome input!

If you can dump a bucket of "extra water" in the bowl and it flushes OK, the pipe isn't plugged. I'm guessing something is preventing the water from going from the tank to the bowl fast enough to get a good flushing action. See if the flapper or ballcock is opening all the way during flushing; also check to see that no forgein object is lodged in the hole beneath the flapper (such one of the blue tablets to color the water). Also, check to see if the little holes all around the rim of the bowl where the water comes out are not partly blocked with mineral buildup. (May have to clean with vinigar, muriatic acid, stiff wires etc).
My grandparents toilet had this same problem.
If the water doesn't go from the tank into the toilet fast enough, it won't go down through the trap of the toilet fast enough to generate that nice siphon effect which helps to fully clear the bowl of effluent and give the gurgling noise at the end of the flush.
One last test: take the top off the tank, when you flush, does nearly the whole contents of the tank drain into the bowl before the flapper or ballcock drops back into position, if it re-seals too soon, not enough water drains into the bowl to flush properly. Also, if it seems the water is taking an unusually long time to drain from the tank to the bowl, it suggests there is a constriction in the flow somewhere.

You have a clogged siphon jet. If you have a toilet that has a hole at the front of the bowl that pushes the water into the opening this is called an external siphon jet. Check to make sure it is not plugged. Sometimes a bleach tablet will get small enough to reach this point but never be able to come out on its own. Take a wire coat hanger and see if you can dislodge it.

This raises two questions , Is the tank full to begin with? and then are there any missing toys LOL........So look in the tank and see if your getting a full tank to start with. Then does the flapper stay open long enough to empty the tank. When it refills does it fill all the way up....the float that shuts the valve off could be sagging in there full of water ....Good luck

Something is clogging your drain pipe. Maybe a fish (since this question was posted in "Fish")? No, I just noticed you said the toilet runs off and on all night. This is most often caused by a leaky flapper valve. If you've replaced the flapper, it may not be positioned so it seats properly.

Check the float level in the tank, it sounds as if there is not enough water to get a complete flush.

It sounds like maybe your corky flapper is going out.Open the top tank lid and look inside.See if the chain is caught in the flapper(the black rubber thing that covers the hole to keep the water in)If it is pull it out and shorten chain.Also touch the flapper.If it gets black gunk on your hand ,its probably bad.Push down on it.It it stops leaking water and then you let go and it starts leaking again,change it out.

sound like it is all most stoped up use a cemode plunges plunge it a few times and flush it again if that does not help ther is another tool made to clean out your cemode it is called a closet auger you can get at a hardware store and run it down in your cemode and pull out what is blocking the flow.

if it,s a 1.5 flush try to raise the water level,
the experiance i,ve had with them is they use more water than the 3 gal flush ones, also is the trap full when it runs around ? the vent may be cloged or an obstruction in the drain pipe,

you have it plugged up some where down in the pipe, you will either need to plunge it good with some force,or have someone come in with a sewer snake.
