No theory just an action, i believe it is because if they avoid contact they will not flush or you will not be able to see that they are scared because they self doubt themselves and there for think everyone else will doubt them too.
No confidence in themselves, self doubt is the reason behind them. They believe that you will see pass the curtain that they set up to cover who they are inside and there for avoid for you to see pass their curtain (the curtain of the eyes) We all miss out on some wonderful people because of their shyness

Usually, that's from nervousness or uncertainty, especially if you're lying. People also connect inability to make eye-contact with speaking with Autism and other things like that. I'm a very shy person, so I make a point of holding eye-contact when I speak to people, to let them know that I'm not afraid, even though I am. I think it's a point of respect, eye contact when someone is speaking... unless the zit on their nose is so interesting you can't look away.

I assume it may have to do with insecurity at times or the fear of not being accepted with some people who have very dominant personalities. Some shy people really cannot help that they do this.
